GoByte Wallet Mandatory Upgrade

This is a new minor version release, bringing various bug fixes and improvements.
Please back up your wallet.
The wallet upgrade is MANDATORY! So please make sure you can upgrade ASAP.

- update DIP0003EnforcementHash for mainnet and testnet - bump proto version to 70210
- fix PROTOCOL_VERSION to proto version
