Balanced Dollars BNUSD: 协议升级

It’s time to vote.
If approved, BIP 93 will:
- Adjust the allocation of BALN emissions
- Add support for Stellar and XLM
- Add SUI as a collateral type
- Prepare the Loans contract for the soft liquidation upgrade in 2 weeks
