Core Consensus & P2P Update (Specification)

A completely new consensus algorithm for ARK to strengthen the key components of the Core, written from the ground-up and inspired by Tendermint BFT. In this initial phase, we will prepare a full ARK improvement proposal, get input from the wider community, and come up with a final design that will be implemented in the next phase.
